A town that tripled, and the wiring that came with it

Fort Mill grew from 7,587 people in 2000 to 24,521 in 2020, and much of that growth was built on former Springs family land. Baxter Village broke ground in 1998 on acreage the Close family had held for generations, and it filled in with about 1,450 homes. The Main Street historic district is the other end of the scale, with houses that predate air conditioning. One more wrinkle: Baxter Village is counted by the Census as its own place, so a Fort Mill address does not always mean a town permit. Rules change again at electrical service in Rock Hill, a few exits down I-77, where the city runs its own permits and its own power system.

What Fort Mill asks of a home's wiring

Four local facts shape most of our electrical jobs here: a split utility map, a split permit map, two decades of fast building and storms that bring trees down across York County.

  1. Two power companies in one town

The Town of Fort Mill's own outage notice lists both Duke Energy and York Electric Cooperative as electric providers. Which one serves your house decides who you call in an outage and who handles the meter when a panel is replaced.

  2. A Fort Mill address is not always the town

The town itself warns that a Fort Mill address does not mean a property sits inside town limits. Inside them, Town of Fort Mill inspectors check the work; outside them, York County issues the permit. We look up the jurisdiction before we file anything.

  3. Twenty years of new construction

Fort Mill more than tripled between 2000 and 2020, while planned communities like Baxter Village, Springfield and Massey filled in around it through the 2000s and 2010s. Those homes are now adding EV chargers, finished bonus rooms and heat pumps, and every one of those loads has to fit a panel sized when the house was new.

  4. Storms that drop trees on the lines

On August 7, 2023, a storm with heavy wind and rain left thousands of customers in York, Chester and Lancaster counties without power, and the county's emergency director reported trees and lines down in most of York County. Hurricane Hugo did worse in 1989, and it remains the last tropical system to hit Fort Mill directly.

Questions from Fort Mill homeowners

It depends on where the house sits. Inside town limits, the Town of Fort Mill Building and Codes department lists electrical service changes and replacements as permitted work, and its own inspectors check the job. Outside the limits, even with a Fort Mill mailing address, the permit goes through York County. We confirm which applies, pull the permit and book the inspection.

Both serve Fort Mill, and the dividing line can fall between nearby streets, so your bill is the quickest answer. It matters for outages, since each utility has its own reporting line, and for panel work, since the utility owns the meter and the line to your house while we handle everything on the home side of it.

Not for this kind of work. The town allows a homeowner permit only for small maintenance jobs on your own home, and never for new construction. A panel upgrade or an EV charger circuit is beyond that, so plan on a licensed contractor pulling the permit and booking the town inspection.

Baxter homes date from 1999 onward, so the panel is rarely worn out, but many were sized before EV chargers and home offices were common. Note your main breaker size and how many open slots the panel has, then ask us for a load check. Because Baxter Village is counted separately from the town, we also confirm whether the permit is a town or county one.
